Scoping survey: Needs assessment

Introduction

The PHAP Credentialing Program has started the development of certifications in the area of humanitarian needs assessments, with a planned launch in April 2018.

This scoping survey is the first step in the practice analysis stage of the development process, in which the certification scheme and assessment blueprint are developed through a practice-based consultation process.

This survey is targeted at subject matter experts (SMEs) in the area of humanitarian needs assessments.

The purpose of this survey is to get initial input on what knowledge and skills should be considered fundamental for all practitioners work. The results of the survey will inform the drafting process over the coming month, which will be followed by a validation survey in July, in which a wider group of practitioners in this area will be consulted.

Scope and target audience of the certification
The certification aims to cover the fundamental knowledge and skills required of all practitioners responsible for the planning and implementation of needs assessments activities for humanitarian response. This certification is designed to be independent of the specific framework a practitioner is working through (whether MIRA, HNO, agency specific, etc.), but assumes that practitioners need a familiarity with all types of frameworks commonly used.

Answering the survey
  • The survey deadline is Wednesday, 24 May 2017.
  • The estimated time required to fill out the survey is 20-60 minutes.
  • If you are not able to complete the survey in one sitting, you can pause and return later using the button on top of the survey.
  • The survey has three parts:
    • 1. The survey will start with a few questions regarding your professional profile and how you relate to humanitarian needs assessments.
    • 2. The main part of the survey goes through each domain of the current draft outline, for which you will be asked to:
      • Estimate how important each knowledge statement in the draft outline is for everyone in the target audience.
      • Provide suggestions for what each the statement should include.
      • Provide suggestions for additions or changes.
    • 3. At the end of the survey, you will be given the opportunity to provide overall comments and suggestions for structural changes.
  • We suggest that you download the current draft outline for reference.
  • You will be asked to provide contact details in case PHAP Credentialing Program staff need to follow up on your responses.
