Scoping survey: Cash transfer programming (CTP)

Introduction

The PHAP Credentialing Program, in partnership with the Cash Learning Partnership (CaLP), has started the development of certifications in the area of cash transfer programming (CTP), with a planned launch of the first certification in April 2018.
 
This scoping survey is the first step in the practice analysis stage of the development process, in which the certification scheme and assessment blueprint are developed through a practice-based consultation process. All practitioners engaged in CTP are encouraged to participate.
 
The purpose of this survey is to get initial input on what knowledge and skills are important for CTP work, taking as a starting point the CaLP Competence Framework. The results of the survey will inform the process of drafting an assessment blueprint over the coming month, which will be followed by a second validation survey.
 
Scope and target audience of the certification
The certification aims to cover the fundamental knowledge and skills required of all practitioners engaged in cash transfer programming, regardless of their specific role or function. In the future, this certification may be complemented with specialized certifications for those in operational, design and monitoring, and strategic decision-making roles.
 
Answering the survey
  • The survey deadline is Wednesday, 24 May 2017.

  • The estimated time required to fill out the survey is 20-60 minutes.
  • The survey has three parts:
    • 1. The survey will start with a few questions regarding your professional profile and how you relate to CTP.
    • 2. The main part of the survey goes through each domain of the "Essential competence" section of the CaLP Competence Framework, for which you will be asked to:
      • Estimate how important each knowledge statement in the draft outline is for everyone in the target audience.
      • Provide suggestions for what each the statement should include.
      • Provide suggestions for additions or changes.
    • 3. At the end of the survey, you will be given the opportunity to provide overall comments and suggestions for structural changes.
  • We suggest that you download the current version of the CaLP Competence Framework for reference.
  • You will be asked to provide contact details in case PHAP Credentialing Program staff need to follow up on your responses.
